edit Primarily based on the large number of notable people bearing the name, and the presumed rarity (in contrast to use of the mention-only-the-surname convention in referring to people) of calling the other items "Lackey" without further context, i expect the surname SIA page would easily be declared the primary topic. Thus i split out the person entries as the content of the primary topic, and leave the remaining entries as content for the Dab page.
