Meets At Least a "Start" Assessment

Following the checklist of criteria at WP:COUNCIL/AFAQ for "Start" articles, I see:

• Usable Amount of Good Content. The basics are present (infobox data and description), plus sections on "Geography", "History", and "Economy".
• Quality of Prose. Good, natural use of accepted English.
• Follow MoS (Manual of Style). Exceeds the [low] Start standard of "MoS compliance non-existent". Meets C standard.
• Satisfies Fundamental Content Policies. Meets applicable WP:CONPOL: Title (WP:AT), Image Use (WP:IUP), No Original Research (WP:NOR)
• Referencing. Exceeds the [low] Start standard of "frequently referencing is inadequate". Meets C standard.
• Verifiability Can Be Established. Meets standard. Draws on multiple government sources.
• Not in Danger of Speedy Deletion. Article meets tests of notability, plus long established presence and editing history
• Level of Content for Casual Reader. The Start standard is "but most readers will need more"; I think this article exceeds that and may meet C standard
• Copy Editing. Currently meets review for spelling, jargon, and basic grammar.
• Organization. Meets Start standard of "well organized".

Suggestions for Moving to "C Assessment": I think this article is pretty close, if not already there. The key is the level of content needed by the "casual" reader, for which the C standard is: "Useful to a casual reader, but would not provide a complete picture for even a moderately detailed study." For a casual reader, I can think of two things missing: (a) a map of the district, and (b) demographic makeup and population/out-migration trends, which are given prominence on Russian Wikipedia and are apparently a topic of significant concern to the rural districts.
