I think the question is being asked because the article doesn't explain the geographic spread of knife bins. A quick Google Search suggests knife bin initiatives are confined to England and Wales and relate to an increase in reported knife crime. This initiative seems to be associated with government policy and the passage of the Offensive Weapons Act in 2019. However there doesn't appear to be a clear underlying public policy announcement before that to act as a driver to motivate these various institutions to take this action. It is all very well to observe this phenomenon is happening on the streets of London, but churches and the police wouldn't be installing these bins around the countryside without good reason. So somewhere, sometime ago, someone must have given them a reason to do this.
