Other meaning of Kelowna Accord needs article edit

This phrase is more commonly known in BC history as the denouement to the aborted General Strike of the fall of 1983, in reference to a purported agreement between Premier Bill Bennett and IWA boss Jack Munro. It will eventually have an article as part of a series needed to cover the Solidarity Crisis of that year, and it is the prior as well as major association of the term "Kelowna Accord"; maybe not outside BC, but certainly inside it, at least for those of us that were here in '83 (on either side). Provisions of the accord(s) edit

This article really should outline the specific provisions of the accord. As it stands the article doesn't mention how those who drafted the accord intended for it to improve the conditions of Aboriginal peoples. Broken Links, a New Link, and Discussion edit

I recently arrived at this page, while trying to find information on the Kelowna Accord, and was surprised to find that I had been here more than a year ago. The broken links I reported then are still broken.

It is really very difficult to find a copy of the Kelowna Accord on the internet. I find this to be very odd, but found this link: " http://www.turtleisland.org/news/kelownaaccord.html ". The actual Accord appears to be quoted about 3/4 of the way down the page. The turtleisland site is not searchable from its main page, so if I had not found this link in a google search, I would not have been able to find it from the site itself. I have no way to verify the accuracy or status of the document quoted by the turtleisland site. The other source I found is already available as an external link on the main page, titled "Aboriginal Roundtable to Kelowna Accord". It originates from a government of Canada base, at: "http://www.parl.gc.ca/Content/LOP/researchpublications/prb0604-e.htm ". The documents from parl.gc.ca are detailed reports of the processes and content of the discussions, but do not appear to include a copy of the accord itself.

The document from turtleisland.org is a very open-ended document, in that it declares a great many desirable goals, and promises funding for them, but it gives no account of how these goals are to be achieved in action. For example, with regard to education, it states:

"First Ministers and National Aboriginal Leaders agree to the goal of closing the gap
in K-12 educational attainment between Aboriginal learners and other Canadians by
2016, while respecting and supporting their unique cultures, traditions, and
languages."

However, the document includes no description of how this is to be achieved.
The document from parl.gc.ca is comparable, and states, in its section on education,

" ... an amount of $1.8 million for education over five years was pledged to work toward achieving by 2016: a high-school graduation rate for Aboriginal people equal to that of other Canadians (22,000 more Aboriginal high-school graduates over the next five years, and 110,000 more in ten years); and a 50% improvement in Aboriginal people’s post-secondary education completion rates (an increase of 14,800 post-secondary graduates over the next five years and 37,000 more in ten years)."

Despite this increase in detail, there is again no description of a plan to achieve this goal.
This issue, of an absence of practical planning, is pervasive for all of the goals undertaken by the Accord. The main article should include a description of this feature of the Accord. If the lack of practical planning in the Accord is ignored or supressed, persons who discover it are likely to form a significantlly negative opinion when they discover it, whereas, if it is discussed openly, the positive features of the Accord can be reasonably defended. It presents a very comprehensive description of the problems which need to be addressed. I would appreciate contact from anyone who follows this page, with a view to discussing improvements.
