Raystown Branch/Frankstown Branch/Little Juniata

I'm looking for a little local knowledge here. The National Hydrography Dataset, the Geographic Names Information System, and the 7.5-minute topo map series all show the Juniata beginning at the junction the Little Juniata River and the Frankstown Branch, northwest of Huntingdon. The 100,000-scale topo map shows the Little Juniata continuing downstream through Huntingdon and joining the Raystown Branch at Ardenheim to form the Juniata there. Finally, the Board on Geographic Names' decision card (from 1939) also puts the start of the river at Ardenheim but indicates that that is the confluence of the Frankstown and Raystown branches.

To me, the BGN's decision card makes the most sense (the two named branches joining to create main stem), but the published USGS maps haven't followed that nomenclature. Does anybody familiar with the Huntingdon area have any light they can shed on this? No local knowledge here, but it looks to me like the 1939 decision card matches the 1st definition (Juniata forming at the Little Juniata and Frankstown) while its the older 1937 decision that has the Juniata forming at the two branches, in which case everything agrees except the 100k topo. Looks like I need to learn how to navigate my downloads window in my web browser! I think I looked at the 1937 card twice.
