First, Jean Poirier was never vice-president of ACFO. There is not even a position called like that within the organization. He was regional president of ACFO Prescott-Russell
Second, the only time Jean Poirier resigned from his former position was to obtain the presidency of the organization. He never quit in controversy.
Third, it is correct that he described funding from Canadian Heritage as insufficient, but he never quit over this issue. In fact, it was one of the main component of his platform.
