I think the name of the article should be Jamila as it has been used as this everywhere else. Google results for Jamila are far more than Jamilya. The last alphabet in the name Джамиля is Ya(Я) but i will be pronounced at [a]. [From the wiki article about pronunciation of Ya] :- If a hard consonant follows ⟨я⟩, or none, then the result is an open vowel, usually [a] – like in French 'la'.
