He noted the similarities in the screed published in the newspapers and similar ones he'd read earlier from his brother. Having someone say the writing is similar is not enough to convict someone for that. Loads of people notified authorities saying it sounded like their brother/ex husband etc. Ted fit the whole profile. Jim compiled the profile of ted that matched exactly, including isolation, reclusive behaviour, intelligence, education location of birth, when he got his phd, from the linguistics in his writings. All of this went against what the FBI thought at the time, that he was a pissed off airline mechanic. He even incited the move to publish the manifesto, which went against the policy of negotiations with terrorists, on the hunch someone will recognise it. Which is exactly what happened. After that, they still had to collect physical evidence from his residence.
