This article confused me - it says "His government attempted to resist popular pressure to curtail Asian labour and immigration not for humanitarian reasons but to ensure a cheap labour pool for business."

And yet, reading this article in the Vancouver Province: http://www.knowledgenetwork.ca/yinandyang/articles/dunsmuir.pdf

Shows quite the opposite. He made a point of discriminating against asian workers, and in order to win votes for the constituency he was running for, he fired all the Chinese workers he employed and replaced them with white labourers.
