District boundaries edit

There has been some disagreement over what the "official" boundaries are, since the City Council and State Senate resolutions don't explicitly mention Siesta Hills or other areas south of Gibson (although they do refer rather vaguely to "... and surrounding areas"). I viewed the sector plan as more definitive since it actually shows the boundary on a map rather than an imprecise text description, but I have also tried to be fair in noting the discrepancy in the article text.
