Fair use rationale for Image:Ifilogo.png

Image:Ifilogo.png is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Francophone Institute for Computer Science → Institut de la Francophonie pour l'Informatique — The name of this institution is "Institut de la Francophonie pour l'Informatique" and there is no official English name. Many university pages use an "obvious" English name, and I think that makes sense (where the page for the Université de Paris is University of Paris or something). However, this English name for the IFI (Francophone Institute for Computer Science) was made up my a wikipedian, and is a wrong translation. Two terms in the title are difficult to translate: "la Francophonie" and "Informatique." "Informatique" can be translated to "Computer Science," but it's inelegant. "La Francophonie" is mistranslated here. The term "francophone" does not mean "la Francophonie": "francophone" means "French-speaking," but "la Francophonie" is an international organization (OIF). An accurate translation of "Institut de la Francophonie pour l'Informatique" would be "Computer Science Institute for the Francophonie," and while that would be a good explainatory name in the text, it is not a good name for the page about the institution. The current page name is as if the French wikipedia page used "Institut de technologie du Massachusetts" as the name of the page on fr:MIT. We're between two guidelines, WP:UE and WP:OR, and for the sake of clarity, we should use the name of the institute. (As far as I can tell, the most common English usage is to use the acronym, IFI.) Move requests stay on the Wikipedia:Requested moves page for a week, and if there are few comments ^{if the discussion is still ongoing} they are sometimes relisted for another week. The reason I'm personally being silent is because the IFI official site doesn't give an English name for the institute (you can change the language to English but all it does is show a "not yet translated" message along with the French text), and I have trouble finding evidence on what the institute is usually called in English. Thanks. I wasn't sure of the protocol. There aren't a lot of English sites that refer to this. One I found uses the French acronym to refer to it: "IFI was established in 1995 as an initiative to..." [1]. I think the closest comparison is to INSEAD, which stands for Institut européen d'administration des affaires, but only the INSEAD acronym is used in English. The problem is that IFI is not a unique acronym. FJM (talk) 17:13, 22 July 2009 (UTC)

Based on that evidence, I support moving to the French name. In any case I think it would be a better disambiguation than a parenthesized qualifier (IFI (institute) or similar). Spelled out phrases are also usually preferred to abbreviations (see the manual of style). IFI would probably be the most recognizable name for English speakers, but since that's not unique it would have to be disambiguated one way or the other anyway. • Support. "Francophone Institute. . ." is a mistranslation, pure and simple. A case could be made for a proper translation, that is, "Informatics Institute for la Francophonie", but this is really inelegant, so to my mind, leaving the title untranslated is the least bad option. --Atemperman (talk) 18:02, 30 July 2009 (UTC)
