I'd argue that the term is essentially meaningless in the modern day post-internet world, as artists simply don't have cultural impact on the scale that they used to. Taylor Swift is the best example of that, given how she can sell countless millions and constantly break records etc., yet there still be as many people who've never heard even one of her songs.
