Hunter Fraser is a full professor at Stanford and a leading figure in the research community having published many papers with hundreds of citations. He is a figurehead for biology and genomics research at Stanford. I believe he should be classified as a public figure.

Quoting the CfA guidelines for public figures (https://en.m.wikipedia.org/wiki/Wikipedia:Biographies_of_living_persons#Public_figures)

"In the case of public figures, there will be a multitude of reliable published sources, and BLPs should simply document what these sources say. If an allegation or incident is noteworthy, relevant, and well documented, it belongs in the article—even if it is negative and the subject dislikes all mention of it. If you cannot find multiple reliable third-party sources documenting the allegation or incident, leave it out."

Given the fact that Fraser's arrest and the subsequent domestic violence charges were reported by numerous (>5) prominent news agencies, including the San Francisco times, it is more evidence pointing toward the fact that he is a public figure. I think the earlier iteration of his Wikipedia page which lists the charges in a factually accurate manner is fair and should remain in the article.
