This site has TWO of his children listed as " Jean-Bedel Bokassa Jr."-one was born in 1973,the other in 1985,while the Heir Aparnt's article states he wa s born in 1975.So,just to make sure its stated,should it ever become a problem.

The answer to your question is yes, Yes and Yes, opinions based on the family in questions motives or character are not relevant to whether a person or house has or noble status.
Merger discussion
editA "House of xyz" would have to be for an established dynasty from one generation to the next. This was a unilateral declaration of a person, who was deposed not even three years after.
