Approximate boundaries but exact population? edit

How can the boundaries be approximate, but the population be exactly 13,038? Either the population is "approximately 13,000", or the boundaries are exactly as indicated, and not approximate. Travisl 22:45, 8 March 2007 (UTC)Reply

Hilltop actually extends to 28th Street on the South, and since 2005 it's boundary was moved two blocks West (to State St.) to assist the local police sector (their boundary is there, and it made it easier for them to know which group to contact about crime prevention/community mobilization).
