An Autopista is not the same as a highway. Maybe the writer means Expressway or Motorway. A Highway could be any road, even a dirt road.

A Highway is a Motor-way that has no intersection, it's continuous...!

A route is a fast road, but has intersections with lights! The typical route in the DR is the San Francisco de Macoris to the DR-1. It's also one of the most dangerous roads in the DR since oncoming traffic often collides head-on, leaving many passengers dead...!!!

Autopista, Highway, Autobahn and Autostrada, as well as freeway are all highways in the classic sense, toll based or not, they have no intersections and slow traffic like moped, bicycles, agricultural vehicles and pedestrians are not allowed on those! typically speed has to be at least 60 km/h or 40 mph, updated laws require vehicles to be able to maintain 80km/h or 50mph to be allowed onto them...!
