Image sharpness

According to this article, images taken by HDST would be 5 times sharper than those made by Hubble. But the article linked as a source states that "The proposed megascope would provide images up to 24 times sharper than those from Hubble". What is true? How is this even calculated? It seems to me that image sharpness of the ground-based optical telescopes is linked to it's primary mirror diameter, while in space based telescopes surface area determines how sharp the pictures will be.
