Fair use rationale for Image:Hetty.jpg edit

 

Image:Hetty.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. The pilot was made in 1990, with Patricia Routledge but none of the other major actors. Many changes were made before finally proceeding with the series. Bad cameras! edit

Possibly an ancient VHS camera. Possibly filmed in 35mm and transferred to video. The chroma and contrast levels indicate some serious error during production.
