Someone recently deleted the words above starting with "where" and preceding "and". I think I added this information. I must have thought it was just something everybody knew. I'll see if I can find something to cite. Probably something published in Statistical Science. In 1996, when the UNC statistics department observed its 50th anniversary, Herbert Robbins was an invited speaker, and I attended his two talks. I seem to recall that this fact was mentioned. As mentioned in the article, there was a bio of Robbins in Statistical Science (doi:10.1214/ss/1177013708). It says that he was one of the original members in the department of mathematical statistics at UNC Chapel Hill, but not whether or not this was the first statistics department in the country.
