The article says it is Hellinsia tripunctatus (Walsingham, 1881).

The Afromoths link goes nowhere.

Aciptilus tripunctatus - It says Crassuncus laqueatus (Meyrick, 1913) at http://www.afromoths.net/species_by_code/02CRATRI is a synonym of Crassuncus tripunctatus (Walsingham, 1881) and a "junior subjective synonym of Aciptilus tripunctatus Walsingham, 1881."
It says that Aciptilus Zeller, 1841 is a synonym of Pterophorus Schäffer, 1766 but has nothing with tripunctatus in it

Pterophorus laqueatus - Says that was the original combination for Crassuncus laqueatus (Meyrick, 1913) at http://www.afromoths.net/species_by_code/02CRATRI, which is itself a synonym of Crassuncus tripunctatus (Walsingham, 1881) at http://www.afromoths.net/species_by_code/CRASTRIP, which also has Crassuncus serpens (Meyrick, 1909) at http://www.afromoths.net/species_by_code/01CRATRI as a synonym.
Hellinsia laqueatus - Nothing there

"On the fauna of the plume moths (Lepidoptera, Pterophoridae) of KwaZulu Natal province (South-African Republic)" by Ustjuzhanin & Kovtunovich at https://elibrary.ru/item.asp?id=15534689 says "Hellinsia tripunctatus (Walsingham, 1881) = Hellinsia serpens (Meyrick, 1909), syn.n.", which I think means they are saying that those two species are actually the same species, but I can't tell which name they think is now correct.

Savela has nothing for that name or any of the synonyms.

NHM LepIndex says PTEROPHORUS tripunctatus Walsingham, 1881 is a valid name at http://www.nhm.ac.uk/our-science/data/lepindex/search/detail.dsml?TaxonNo=1507.0.

Internet Archive has what was probably the reference used at the time it was recorded at https://web.archive.org/web/20120501023616/http://www.afromoths.net/species/show/39458. That says Hellinsia tripunctatus (Walsingham, 1881) dated May 1, 2012. It says the original combination was Aciptilus tripunctatus and a synonym is "laqueatus (Meyrick, 1913)" but the generic name is unavailable.

A Google search gives nothing which appears to be a reliable source.

I could link to the archived version of the Afromoths page, but the fact that the page no longer exists at Afromoths indicates that the information there is out of date, perhaps based on Ustjuzhanin & Kovtunovich, but they also have nothing for Hellinsia serpens.
