Disputing the "open standard" part edit

Samsung has called this an open standard, and the website claims it's free for those writing tools, game engines, encoders, and a couple of other uses. From experience, however, and the experience of a multitude of others who have tried, they will aboslutely not respond to any requests for the free level of access unless you're a large established company. You can get the picture pretty fast by looking at the Adopter's list on their website, there are very few non-hardware vendors or non-commercial product vendors listed.
If you apply, they don't deny you access or even bother calling or emailing you, they just don't respond. I've tried twice already because I have interest in verifying that the experimental output from Samsung's phones is correct; it seems to lack smoothing that the tools which would normally create it post-encode apply, just from comparing with files from the only two out of something like 50 UHD disks I have that bothered including it. The docs aren't open for anybody to download which has limited the few tools that do support it aside from x265 to those that just inject or remove the stream, or for example dovi_tool which converts it to Dolby Vision L1 that can be played back on far more devices since the brightness data is in a fairly clear form. In theory it could be converted to L2 trims, but without a way of generating against known test videos to gather enough data to determine what curves they use even that's out.
I don't consider something that can't be downloaded by people who don't get "approved" somehow to be Open. Less so when they seem to not want to approve anyone. If it was a simple gate behind a "I agree not to distribute this documentation and tool set" I wouldn't care, because everybody else can still do the same thing.
