who owns it?
edit- A notice at the tunnel entrance states that the tunnel is private property and not a public right of way.

- Appears to be jointly owned by three councils. According to Greenwich's website, it manages the Greenwich foot tunnels on behalf of itself and two other councils, Tower Hamlets and Newham. I have updated the article and added a citation. Paul W (talk) 15:32, 2 October 2021 (UTC)
