Two of my dictionaries defines 'stricken' as "afflicted with disease, grief, etc." or "afflicted, much distressed". I don't think that is what is meant here - something like 'decommissioned' might be more appropriate as I would say that the original intention was not to state that the U-boat was ill or troubled. I have seen the 'stricken' word on other U-boat pages and always wondered...
