The background section of this article needs some serious cutting. It should have only the most relevant items mentioned in one or two sentences with appropriate wikilinks to more info. Renata (talk) 02:20, 22 February 2009 (UTC)Reply
It's pretty long. The problem is that there are a lot of areas that it addresses, including the various Volksdeutsche emigration and property, the Lithuania strip, the economic expansion, the increasing economic promises surrounding the November 25 Soviet-German Axis talks that helped lead to the agreement and tensions between the parties.
