As Russia's de facto head of state edit

The article says his actual office was prime minister, which would only make him head of government - or is the 'de facto' part meant to indicate that he was effectively head of state as well because the throne was vacant? Robin S. Taylor (talk) 23:57, 18 February 2024 (UTC)Reply
