Adding Authority to Rublee's Role in Establishing the FTC edit

In the Congressional Record for the Federal Trade Commission Act, it appears that a "Mr. Rublee" lobbied for the bill extensively. His efforts were so extensive, in fact, that Sen. Reed brings him up in the record, demanding to know who payed him.
