Simplified photoeffect cross section Z dependence

The simplification of all constants to a single number also seems to drop one $Z$. The error also exist in the Fornalski paper doi=10.1088/2399-6528/aab40. I claim that it should be $Z^{5}$ on the the right hand side of the equation
