Rudolf W. Gunnerman came to public attention in the 1990s with his promotion of a water-alcohol-fuel emulsion dubbed "A-21", which, according to reports at the time, performed quite well in reciprocating engines, including a personal car that Gunnerman used regularly in the Reno, Nevada area. It was a precursor product to GDiesel. His company attempted to get approvals to sell the fuel in California, but the effort was effectively killed by the bureaucracy at the California Department of Motor Vehicles and the Bureau of Automotive Repair. Allegations at the time suggested that with a minor modification to the cylinder head — addition of a small nickel catalyst "button" to the top of the combustion chamber — any automobile engine could run as cleanly without a catalytic converter using A-21 fuel as a California smog-equipped engine running on conventional gasoline. Had it been approved, it would have cut into the lucrative smog testing business in the state and could potentially have reduced gasoline sales in California by 20% to 40%, adversely affecting oil company and filling station profits, and more importantly, state motor fuel tax revenues. — QuicksilverT @ 21:40, 23 December 2015 (UTC)Reply
