The German wikipedia has a good start to this article that the english wikipedia search engine does not reference. The link is:

This link was found using google. Someone more fluent in German than this author can help by translating the German article and replacing this text with the translation.

Peripheral note to the wikipedia police: an article by this title was deleted twice in 2006 by wikipedia people. The content of that deleted article is apparently not available, but from the note describing the deletion, it was apparently vandalism. The presence of such a deletion apparently raises the barriers to creating a legitimate article on the deleted topic.

This initial and very sketchy edit is NOT vandalism, but is a legitimate stub on a legitimate topic made by an individual who was forced by wikipedia to create an account that will never be used again, merely to offer this modestly helpful link that wikipedia itself is unable to provide to its own sister organization.

So, dear editor, who will doubtless delete most of this text, you may wish to ruminate on the possibility of lowering wikipedia's barriers to legitimate contribution, while maintaining necessary barriers to illegitimate vandalism.
