Cleanup and POV issues edit

This article essentially regurgitates the official talking points of the Kazakh government with regards to religious freedoms. However, even a cursory examination of independent media and academic sources reveals a great deal of controversy surround this issue, especially with regards to persistent, well-supported reports that Pres. Nursultan Nazarbayev is attempting to marginalize organized religion in favor of his own personality cult. I include a link to this article as a very small example.
