It would be valuable IMO to know if he was so quickly given a place in local government bcz Chi was so far from being a city, or bcz his former rank proved his leadership skills. Thus i for one would go so far as to say
"He arrived in ####, when Chicago was a town estimated at a population of ##,000, that had been named only ## years before."
