Sounds perfectly fine. Keep in mind that all articles have to demonstrate the subject matter is notable, and verifiable using independent sources. If you feel this article should be an exempted from all guidelines and policies at Wikipedia, then by all means, get a third opinion. I will gladly participate. One wasn't asked for, but I'll provide another opinion. Regardless of the definition of project or organization, Flora Zambesiaca is much more than that. The article certainly establishes notability, as this publication is one of the authoritative references on the flora of that region. Compare to Flora of Australia (series).
