1865 should be 1870? edit

Currently the article claims the flag was adopted in 1865, I believe this is a result of a mis-reading of the original cited source archived here, which only dates the passing of the Colonial Naval Defence Act to 1865, which would ultimately lead to the adoption of the flag. The updated version of that page here, is clarified a bit better; the aforementioned act empowered colonies to provide, maintain and use vessels of war, requiring that said vessels would fly a Blue Ensign with the Seal or Badge of the Colony in the fly and a Blue Pennant. However the seal was only created by a proclamation of the Governor on the 4th of February 1870, with the flag created following that and first flying on the 10th of February 1870.
