  1. It is reasonably well written.

    I did some copyediting, let me know if I made anything worse but I think it looks good. One change I made was to de-link things that had been previously linked, like ISIL and Saddam Hussein per WP:OLINK.
  2. It is factually accurate and verifiable.

    There are a few dead links, so I couldn't verify everything.
  3. It is broad in its coverage.

    A few concerns here:
    The article talks about the fall of Mosul, but doesn't say anything about when or how Tikrit was originally captured by ISIL.
    There is no mention of the Camp Speicher massacre on 14 June 2014.
    I'm not sure about the connection between the Su-25 aircraft arriving in Baghdad and this battle. Where the aircraft intended to be used in Tikrit?
    On 28 June, why was there a column going towards Camp Speicher? According to this, Camp Speicher has never been taken by ISIL.
    In the Background section, you mention that the Iraqi Army recaptured Samarra, but you didn't previously say that it had been captured; the only other cities you talked about were Mosul, Fallujha, and Ramadi.
    In the lead, you mention that the US was involved, but the body of the article doesn't say how.
  4. It follows the neutral point of view policy.

    Has a picture in the infobox. More pictures wouldn't hurt, but they may not be available with the correct licensing. Are there any maps of the city available on Wikimedia Commons? I would be great to see where the university is in relation to the other parts of the city you mention, such as al-Deum.

I'm ready to promote the article now, but I made one more pass through and changed a few things.
