2010 budget edit

Kyiv Post describes the/this government 2010 budget as optimistic, heavy borrowing on international markets to fill the gap and reluctant to adopt fiscal austerity measures and free-market reforms sought by the IMF. What's up with this rejection of a bill to raise social guarantees for Ukrainian health workers in the Rada today. Doesn't this qwalify as part of the "Reform of the system of social standards and privileges" this government want?
