South Africa qualification criteria not reached

The women's national team of Spain still can qualify to Rio 2016, in fact it's very probably its qualification: the winner of the Oceania Cup will be AUS or NZL, otherwise it's no normal, then Japan will be qualified. And at the last qualification tournament, the African Qualifying Tournament, in case of a South African win, they anounced that it will not be considered to send the team to Rio (hier the link).
