Since the legislative branch has many motives for operating for other departments, it is most likely to seize power from the other two branches. For instance, the delegates in the House and Senate have personal influence on the people. Therefore, the people will mostly likely side with the legislative branch in times of discord. Also, only few people partake in the other two branches, so a minute group of people personally know the delegates. More people mistrust the executive and judicial branch than the legislative and the former branches garner less popularity. This prevents people from feeling sympathy toward the two branches.
