good call with the name & the move. i remember reading that they actually changed the name into just "Fatah" (as opp. to Fatah Uprising) at one point, after a breakdown in negotiations with Arafat-Fatah. late nineties, probably...? i'll see if i can find it again.

I don't think the website belongs to Fatah proper. Its listed on www.broadleft.org/ps.htm as website of Fatah al-Intifada. Moreover, its completly void of tributes to Arafat etc., which would be the hallmark of the official Fatah.
