Judging by the map in "Atlas of Soviet Republics of Central Asia" (Moscow, 1988) and the fairly precise description of the boundaries of Fann Mountains in ru:wikipedia (Фанские горы), it seems that Fann Mountains are located in Tajikistan (specifically in Sughd Province), not far from the western border with Uzbekistan, but they do not spill over into Uzbekistan.
