At the time of the Ruby Ridge and Waco Sieges, whenever the HRT was deployed, the local FBI field office Special Agent in Charge (SAC) was named as the crisis site commander co-equal with the HRT Commander who was in charge of both the tactical and the negotiation teams. The SACs did not have special training in crisis management. The site commanders and the negotiators tended, at Ruby Ridge and Waco, to defer to the HRT Commander, who tended to favor tactical solutions over negotiations. Under the CIRG, a crisis situation is handled by the crisis trained CIRG manager and the tactical team leader and the negotiation team leader report to the CIRG leader, who makes decisions over whether to pursue negotiations or to go tactical. Since formation of the CIRG, there have been no Ruby Ridge or Waco style incidents. Standoffs like the Freemen, Republic of Texas, or Puerto Rican firing range sit-in have been handled without loss of life. Naaman Brown (talk) 01:07, 17 February 2009 (UTC)Reply
