Not a hoax edit
Just in case you were wondering: no, this isn't a joke or hoax. The amendment was actually proposed and passed by the Senate there before the senator announced it was satirical. The article explains he was fed up with "expert" mental health testimony. I do remember he wanted to also prove that no one actually read amendments - but I cannot find a good source for that.
