If I am not wrong, the lyrics are from 1932.
So that would place the lyrics under copyright.

I have serious doubts that the lyrics are under copyright. Anthems are performed in public all the time, and I doubt the state has to pay every time. That said, I don't know what their legal status is.
Also, if I'm not mistaken, it is also the official anthem of the Basque Autonomous Community as currently constituted under the 78 Constitution, which should be promimently stated.

No, it's not the official anthem of the Basque Autonomous Community. The official anthem is the one called Eusko Abendaren Ereserkia
