editThis article needs much more information about where the money actually goes. There is no information about which countries get the money or why. This makes the article gravely defective. It certainly does not meet the criteria for an important article. Gobanian (talk) 07:31, 11 July 2013 (UTC) I have noticed that the title of the article contains an error. - I hope you will provide it in plain English, rather than the bureaucratic jargon that fills the article. At present, the reader gets the impression that none of the money is spent on anything useful. Maproom (talk) 08:45, 24 June 2016 (UTC)
