Are the procedures again made in such a cmpliacted way to scare everybod ino alternative ways of funding ?

The criticism section seems bizarrely specific. There must be more high level considered criticism that is worthy on inclusion. e.g. start stop nature of ERDF projects, duplication of effort, proliferation of websites and branding.
