there are 15 wins total available, so at 3 wins you don't automatically clinch. until the finish of the turkey/germany game it is possible to have iceland at 0 wins and everyone else at 3. If Turkey beats germany this is no longer possible since turkey then plays both ISL and SRB.18abruce (talk) 17:12, 8 September 2015 (UTC)
