I didn't add the csd tag, but I think the reason why is that most people, when creating articles, make sure they have enough information that is is not seen as too small to be an article before they actually start the article on Wikipedia. I recommend either working on it locally (on your own computer) with a word processor first, then publishing it to Wikipedia when it's ready. Another common way to do this is to start the draft as a sub page of your user page. You can see an example of this on my user page, where I employ said technique. Well can I get it deleted until I am ready to publish it?
