Makes no sense at all. The quote is taken from an obscure paper by Justin Leiber in 1988 [1]. I doubt the user that originally added this paper read the paper, they may have copied it from Daniel Dennett who probably got the quote wrong [2]. If you search online for this quote, the only hits you get are from Daniel Dennett who has put the quote in many of his publications. It is a cherry-picked quote missing various bits of text. I would be interested in knowing what Leiber really said. Unfortunately I don't have access to his 1988 paper.
