Representative office

In relation to this edit, the existence of a representative office does not imply, either de facto or de jure, whether one entity recognises another entity. Take for example http://www.abjasia.org.ve/, the "Permanent Mission" of Abkhazia in Venezuela. This had existed in Caracas from before the time that Venezuela extended actual recognition; it's existence in Caracas did not imply any type of recognition. Or http://www.nkrusa.org, which is the Nagorno Karabakh Republic representative office in the United States - its existence does not imply that the United States recognises (de facto) NKR's independence. Neither does Abkhazia having representative offices in the UK, Germany, Greece, Turkey, Syria, Italy, etc have any bearing on whether Abkhazia's independence is de facto recognised by any of those nations. Well, it seems now we are simply debating definitions in the English language. Does setting up a diplomatic office for an unrecognized country to negotiate with you not count as recognition of their existence, even if it isn't official. Even Russia is referred to by most as having "de facto recognized" Ichkeria in the 1997-9 period because the Khasavyurt treaty referred to the Chechen Republic of Ichkeria and the Russian Federation as equals. But, I suppose, so there's no confusion, it doesn't hurt to completely remove "de facto", and only refer to the office, which I will do momentarily.--Yalens (talk) 20:22, 9 April 2010 (UTC)

removing POV tag with no active discussion per Template:POV

I've removed an old neutrality tag from this page that appears to have no active discussion per the instructions at Template:POV:

This template is not meant to be a permanent resident on any article. Remove this template whenever:

1. There is consensus on the talkpage or the NPOV Noticeboard that the issue has been resolved
2. It is not clear what the neutrality issue is, and no satisfactory explanation has been given
3. In the absence of any discussion, or if the discussion has become dormant.

Since there's no evidence of ongoing discussion, I'm removing the tag for now. If discussion is continuing and I've failed to see it, however, please feel free to restore the template and continue to address the issues.
