Definition
editWhy does the definition require encapsulating higher layer into lower layer? AFAIK encapsulation can also be performed in the same layer, like IP over IP or in general GRE Danielcohn 20:52, 30 June 2006 (UTC)

strange mix of UDP and TCP in explanation
