Still don't understand edit

I still don't understand how these dams work. Is it walls on the side of river that only let a certain amount out? Seems like that would just make it flow faster? Is it a dam? But if it has no gates how would it be able to hold back more water during flooding? Thank you, excellent link, pictures above should be deleted.

Not sure I understand myself, but if there is a permenantly open hole at the base that the water normally flows through , and if you get a huge amount of rain then water slowly builds up behind the dam, and keeps pouring out of the hole at the base at a controlled rate, that would seem to make sense.
